Michael Stokes Paulsen says that with just one-third-plus-one of either house able to block constitutional change, it isn't surprising that Congress has been unable to propose amendments that impair congressional prerogatives, as term limits or a balanced budget would. Paulsen examines the case for a constitutional convention.
