Abstract
This study is an evaluation of the use of the Strategic Prevention Framework (SPF) by a community-based AIDS service organization in Dallas, Texas. The program is sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA). The study examined how well the SPF was used by the program in its first year. The evaluation was conducted through a qualitative method of use of program documents, guided conversations with staff members, and the use of an open-ended survey. Findings show that the program has achieved notable milestones in the process of undertaking a comprehensive needs assessment, developing a strategic plan, and preparing for implementing evidence-based programs aimed at 3 groups that are in need of enhanced services: veterans, college-aged youths, and the reentry population. Lessons learned are described in this article.
