Abstract

Constitutional amendments
The Twenty-seventh Amendment was proposed by the First Congress in 1789, but it was not ratified until 1992, when three-fourths of the state legislatures approved it. A model is used to argue that the proposal and ratifications of a constitutional amendment continue to have legal force over time.
