Abstract
Using India as a case study, [MARC Biswas] (Western Washington Univ.) looks at the ways in which a democracy responds to political violence within its territory. She argues that India has handled its three major insurgencies-Punjab, Kashmir, and left-wing-using a mix of coercive and accommodative policies. The initial stage of all three insurgencies was characterized by slow response to perceived and actual grievances and a high degree of coercion by the state.
